Kayla Palmer serves as a member of the Climate Ready Hawaiʻi cohort, which helps Hawaiʻi adapt to climate change impacts. Palmer develops resilience and adaptation guidance materials to support resilience efforts that protect Hawaii’s highways from climate-related events, enhances existing data collection efforts, strengthens partnerships with State and county-level agencies to improve emergency response efforts, provides community outreach, and assists in identifying vulnerable state highway facilities.  

Palmer graduated in 2021 from the University of Hawaiʻi at Mānoa with a Bachelor of Science in Environmental Science and researched the effect of sea-level rise on Oʻahu’s cultural and recreational locations. Currently, Palmer is pursuing a Master’s in Urban & Regional Planning with a focus on environmental planning.
